/tickets shows the repo's tickets from tickets.worldapi.org; the tickets project is created with the first ticket.

Now live on gitoria.worldapi.org — Every repo has a Tickets page that lists and opens tickets in tickets.worldapi.org; the first one creates the project.
Test:
1. Log in on a repo's address, click Tickets, then 'New ticket', write a subject, click Open.
2. The ticket is listed at once; a second browser on that page shows it live.
3. Click the subject: it opens in tickets.worldapi.org, in a project named after the repo.
- Decided: Tickets project name = <slug>.<gitoria host>, so it never meets other repos or app projects; Any logged-in user with a display name may open a ticket; concept is silent; Author is the ticket…
- Not done: Not tested against the real tickets.worldapi.org (own copy only); live needs GITORIA_TICK… (and 1 more)

To decide: tickets made in gitoria currently appear in tickets under a technical user 'gitoria' (the real person is only named in the text). tickets cannot write on someone's behalf yet.
Also needed first: a tickets token for gitoria in its .env (GITORIA_TICKETS_TOKEN).
