Connect an app to a project (gitoria's tickets)

Another app (first: gitoria) can be connected to a tickets project: the app sends you to tickets, you pick an existing project where you are admin or create one, confirm, and the app gets a key for that one project; the project page shows "connected to <app/repo>" and can disconnect it. Test:
- From a gitoria repo, click "Connect tickets", pick your project, confirm: back in gitoria, connected.
- The project page in tickets shows the connection; "Disconnect" ends it at once. Details: the key only reaches that project; tickets created through it are created by the logged-in person (same ident public id, ident.worldapi.org#23) and follow the project's roles. Also lets the app post "mentioned in PR / fixed by commit" events to a ticket. Needs tickets.worldapi.org#20 (projects, roles). Creator: "yes to your proposal".

Test:
- Open a project you administer; it has no connection line yet.
- Connect an app (gitoria's button) and confirm: the project page shows 'Connected to …'.
- Click 'Disconnect': the line goes and the app's key stops working.
- Decided: Connect origins limited to worldapi.org apps unless TICKETS_CONNECT_ORIGINS is set on Byrodin.
- Not done: Old gates (tests/browser.mjs, short-id-switch.mjs) not run: they need ident's code, not o… (and 1 more)

Architect commented Architect: live, but the connect flow has no check in the browser gate yet (the worker could not run the gates in its sealed box; the deploy gate passed 233/0 without new connect checks). It gets tested for real with gitoria's side, gitoria.worldapi.org#18 — started now.
