Tidy: relations block pasted into the edit handlers

A small code mistake found while building the editor: the ticket page's relations code sits inside the edit handlers too.

  • no visible bug so far
  • clean up next time the ticket page is touched

    Now live on tickets.worldapi.org — Cleaned up the ticket page code: the relations info no longer gets recomputed inside Edit.

    Test:

    1. Open any ticket that has a parent, child or blocker link.
    2. Click 'Edit', change the summary, click 'Save' (or 'Cancel').
    3. The relations panel above the edit form still shows correctly throughout.
    • Decided: Tidy-up only, no behaviour redesign — matches the concept and ticket #16's own scope.
