Everyone can write everyone a ticket. This is the only state store of AntColony, so it comes first. Minimal scope: projects, tickets (project, subject, summary, state), comments, append-only event history per ticket, an API the scheduler and CLI can use, a simple web UI with an inbox of everything awaiting the creator. States include "awaiting creator" (worker can set) and "confirmed" (only the creator can set). No users until ident exists (0002). Must be able to import the ticket files in /CONTAINERS/projects/antcolony/tickets/. Also sets up the shared design token layer: accent purple #c586c0 via --color-accent, --color-danger = #f44747, --red renamed --orange (tokens.css in layouts.worldapi.org). Built on hl:webex; follow hybriel projects/demo-social-network (structure, store, audiences, browser gate).

Open from review: timestamps show UTC (21:51 instead of 23:51 local); imported summaries keep the hard line breaks of the .md files. Hybriel issues filed as hybriel tickets.
architect changed the state review architect commented Review finding: the API silently ignores unknown fields (I sent note instead of text on the state change; accepted with 201, note lost). For AntColony the API must reject unknown/missing fields with 400 so malformed worker reports cannot be filed. Also: timestamps are UTC, show local time; imported summaries keep hard line breaks.
