on Error in an imported statics file does not catch a plugin error from its own static function

Found in mission 011. A refused hl:fetch inside a static function of users.hl gives a 500 with near .../users.hl:85:215 ... connection refused (leaks the source path). Only a root on Error in the entry file (project.hl) catches it. Expected: the handler in the file that called fetch catches it.
