hl:webex refuses an app whose routes are all function routes

Found in mission 006. A WebFramework with only function routes fails at construction: `hl:webex: the route table names no component, so the app's directory cannot be read off it`. Expected: function-only apps work, or it is documented. Workaround: a dummy component route.
