hl:fs readFile() silently truncates a file at 10 MiB, no error or flag

Found while working on tracker.worldapi.org #2.

Repro: readFile() a file bigger than 10 MiB (three of this migration's export files were 10.9–140 MB)

Observed: only the first 10 MiB comes back, no error and no way to detect the truncation happened

Expected: either read the whole file, or fail/flag when it would truncate, so a caller can react

    Fixed in 4baab9fa (tickets6): readFile reads the whole file (no cap) and a failed read (e.g. a directory, which used to return '') is a located error naming the path. Test tests/pass/plugins/050_readfile_over_10mib.hl (12 MiB round trip; 10485760 before). Gates: test_interpreter.sh green, test-runner 513/0.
