"Add code to this repository" only on the Code page of an empty repository

The "Add code" help shows everywhere today; it must only stand on the Code page of a repository that has no code yet, as plain text, not a collapsible. Test: open https://tickets.gitoria.worldapi.org — no "Add code" box on any tab. Create an empty repository and open its Code page — the instructions stand there, open, without a toggle. Details:

  • Creator: "add code to this repository is shown on every tab of gitoria and even if code is already added, that should not be a collapsible it just stands on the code page when no code is added yet".
  • Not on Readme, Pull requests, Releases, Tickets, Settings; not on a repository that has commits.
  • Proof: the browser gate checks an empty and a filled repository on every tab.
