Connect a repo to a tickets project; #12 links both ways

Repo settings get "Tickets: connect" (uses tickets' connect flow); the repo's /tickets is then that project, you can open a ticket from gitoria, and "#12" in a commit or pull request message links to that ticket, which shows "mentioned in / fixed by". Test:
- Connect the repo to a tickets project; /tickets lists its tickets; create one from gitoria: it appears in tickets, created by you.
- Push a commit "fix login, #3": the commit links ticket 3, and ticket 3 shows "mentioned in commit …". Details: pull requests and their comments stay in gitoria, tickets and their comments in tickets (same comments component later). A merged |||PR with "fixes #N" sets ticket N to review. Needs the tickets connect ticket and ident.worldapi.org#23.
