Scheduler and librarian understand tickets' new states and roles

When tickets switches to projects with roles and the new states (tickets.worldapi.org#20), the scheduler, the librarian and the architect tools keep working: they use the new states and act as members with a role. Test:

On a tickets copy with #20: a built ticket goes to review (not awaiting creator), a creator question to pending, a reopened ticket is picked up like a rejected one, done/canceled are finished.
The librarian still files the creator's decisions (the creator = the project admin, by ident short id, not by name). Details: mapping awaiting creator→review (questions→pending), confirmed→done, rejected→reopened, in progress→progress, on hold→pending. The scheduler and architect tokens act as members with role edit. Also update tools/t.py and tools/watch.py on Byrodin (architect). Goes live together with tickets#20 and ident#23 (docs/short-id-switch.md).

Now live on container antcolony-scheduler (restart by the architect) — The scheduler and librarian now work with tickets' new states and take the project admin as the creator.
Test:
1. After the restart, on the new tickets, let a worker finish a ticket.
2. The ticket lands in review; its question tickets land in pending.
3. Reopen a ticket: the scheduler picks it up again like a rejected one.
4. Comment /hold as the project admin: the ticket goes to pending.
