Question tickets used the cut-off question text as their title.
Should be: the worker writes a short title for each question (like 'Question: how long should an ident login last?').

- After the restart, let a worker ask a question in its report.
- Open the new question ticket in the project.
- Its title reads 'Question (project#n): <short title>', not cut-off text.
- Decided: Title max 80 characters; subject keeps the 'Question (ref): ' prefix; Old plain-string question entries stay accepted for old reports.
