The quota belongs to the Claude account, not the computer. With one account on two computers, the scheduler splits it.

Test:
- Start each agent with the same --account NAME (both computers use the one account).
- The scheduler log names the account when an agent connects and in each ITER line.
- Account above 70%: tickets on both computers wait ('Claude account NAME: quota …').
- A limit hit on one computer: the other waits ('usage limit reached … (hit on H)').
- Decided: Account is named by hand (--account), default = host name; no auto-detection; One start per account until a newer reading: --account-settle, default 60 s; Disconnected agent: no extra fixed…
