    Now live on container antcolony-scheduler (restart by the architect) — Each agent announces what its computer offers, and work needing something else waits.

    Test:

    1. Start an agent with the option --capabilities chrome,deploy.
    2. Scheduler log: 'AGENT: <host> connected · offers chrome, deploy'.
    3. Add "needs": ["gpu"] to a project file: its new tickets wait, saying the host lacks gpu.
    • Decided: Capabilities are free words set by option, not auto-detected; Needs live in the project registry file as needs; resumes are not checked.
    • Not done: Single-host run (non-serve) capability check shares the code but is not covered by its… (and 1 more)
