ident 4/6: notifications API and inbox

Send API (app secret + per-app identity id). Notification: name, text, optional icon, optional action link, urgent flag. Apps register notification kinds (needed for direct push). Inbox in ident. Per-app page per identity: registered since, all notification kinds with push and email switches, one override for all on top. App presets channels, user overrides. Concept: loreana:/media/STORAGE/projects/ident.worldapi.org/CONCEPT.md. Part of #2.

    Mission 013 deployed (with the XSS fix from hybriel's webex issue): POST /api/kinds, POST /api/notify (key+secret+per-app id; 401/404/400), /inbox, per-app pages with push/email switches + override. Nothing is delivered yet (ident#7/#8). All 6 ident gates green in deploy.sh (130 for notifications). Open decisions: urgent ignores the user's switches or not?; times in the user's time zone (needs time-zone support, see hybriel time-zone ticket); icon origin.
