One public short id per identity, the same in every app

Every identity gets one public short id, e.g. a68sz, that it keeps forever and that every app receives (no more separate id per app). People can say it on the phone and find each other by it. Test:

  1. Your identity page shows your id, e.g. a68sz; after login, tickets, gitoria, notes and calendar all show the same id for you.
  2. Read it out: no look-alike characters (no 0/O, 1/l/I), case does not matter. Details:
  • 5 characters from an alphabet without look-alikes (like Crockford base32: 33 million ids), unique, checked at creation; longer only if ever needed.
  • Existing identities get one now. For the switch ident offers each app a mapping old per-app id → public id (API, app key), so every app can migrate its stored users in one step; after that the per-app ids are gone.
  • Only the id is public, nothing else (names, email, avatar stay as the identity sets them). Creator 2026-09-26: "the rule that ident gives different ids per identity i want to remove. initially i wanted the id even to be public and a short hand like a68sz so the user can communicate them directly easily for example via phone call".

    Test:

    1. Open your identity page: each identity shows a 5-character id, e.g. a68sz.
    2. Sign in to two different apps with that identity: both show the same id.
    3. Read the id aloud: it has no 0, 1, o, i or l; capitals and lower case are the same.
    • Decided: Alphabet is 31 characters (2-9, a-z without i/l/o), so 28.6M ids, because 32 without 0/1/o/i/l is impossible; Old per-app ids keep working in notify until the app calls migrate-ids with fini…
    • Not done: The apps (tickets, gitoria, notes, calendar) still have to call /api/migrate-ids once, st… (and 1 more)
