Found in mission 011. A refused hl:fetch inside a static function of users.hl gives a 500 with near .../users.hl:85:215 ... connection refused (leaks the source path). Only a root on Error in the entry file (project.hl) catches it. Expected: the handler in the file that called fetch catches it.

    Needs the creator's ruling: should an on Error in a file imported only for its statics catch errors from that file's own static functions? With plain interpreter code (no webex): users.hl has a static load() that fetches from a refused port, plus its own on Error. The program aborts with "connection refused" and users.hl's handler never runs. The same handler in the entry file does catch it. The 500 body with the location is specified: in a request handler, an error ends that request with the located message.
