Found in mission 006. A WebFramework with only function routes fails at construction: hl:webex: the route table names no component, so the app's directory cannot be read off it. Expected: function-only apps work, or it is documented. Workaround: a dummy component route.

Confirmed. An app whose only route is a function route fails at construction: "hl:webex: the route table names no component, so the app's directory cannot be read off it". The refusal is on purpose, but it is an implementation limit, and neither SPEC nor COMPONENTS mentions it.

An app whose routes are all function routes now boots; the app's folder is read from project.hl when no route names a component (commit 7f814618). Test:
1. Start a project.hl with only { pattern = "/api/ping" function = … }: it answers.
2. node tests/core-ast/webex-tickets.mjs 19 on branch ticket-webex (fails on master). Details: hl:webex and hl:web.
