hl:web's own URLs (/__hl/, /components/.hl) always win over an app's wildcard routes, so an app can end its route table with a catch-all like /:slug. Test: an app whose last route is /:slug/:n still serves /__hl/app.css and /components/x.hl correctly. Details:
- Found by tickets worker w083 (2026-10-03, tickets#25 short URLs /<slug>, /<slug>/<n>): hl:web appends its routes AFTER the app's, so the app's wildcard matched /__hl/app.css and served HTML. Workaround in tickets project.hl: move the two slug routes to the end of server.router.routes after construction (without it the gate ends 35/15).

Test: web-tickets.mjs #129 fails before (css and /components/x.hl served as the catch-all JSON), green after. Gates green: web-tickets, framework browser gate (STRICT), test_interpreter.sh, test-runner (514/0).
