An app that must not keep personal data offline cannot show its header at / offline: hl:web caches a kept page exactly as rendered for the signed-in user, and otherwise shows only its bare "Unavailable offline" page.
Test: an app names a data-free shell page as its offline fallback; offline, / shows that shell, and no user data is in the service worker's cache.

- Found building ident.worldapi.org#24 (PWA). Workaround there: a separate data-free
/startpage is the only kept page and the app's start_url. - Proposal: a setting naming the offline fallback page (and/or a way to keep a page data-free).

offlineFallback = Start(route component, no parameters, needsoffline) is fetched WITHOUT credentials at install and shown offline for any navigation the worker has nothing for, instead of 'Unavailable offline'. A page declaring__hlDataFree = trueis kept the same way (anonymous document; no IndexedDB state or queue for it; not replaced by live renders or dropped at user change). README documents both. Test: tests/core-ast/web-tickets.mjs 120 (offline '/' shows the shell, 'secret of alice' not in the worker cache; and without the setting '/' is still Unavailable offline).
