Found in mission 003. A manifest with styles = {} boots without complaint, then /__hl/app.css answers 500 NotCallable at WebFramework.hl:645. Expected: located error at boot.

Confirmed. WebFramework with styles = {} boots with no warning. Then GET /__hl/app.css answers 500 NotCallable, and the log has no location in the app's own code.

styles = {}, or a styles path the app does not import, is now refused at boot, pointing at the app's own styles line, instead of a 500 on every /__hl/app.css (commit 73aaacc2). Test:
1. Put styles = {} in project.hl and start: the error names project.hl and the line.
2. node tests/core-ast/webex-tickets.mjs 12 on branch ticket-webex (fails on master). Details: hl:webex and hl:web.
