Reminders and notifications, also offline

Calendar settings set default reminders for every event (1 hour before, the day before at 20:00); an event can have its own reminders; the installed app notifies you on time, also while offline. Test:
- Add an event 70 minutes from now: after about 10 minutes a notification says it starts in 1 hour.
- Turn off the network, add a reminder a few minutes ahead: the notification still comes. Details: reminders use the Event standard ($reminders, calendar defaults). This is the offline test the creator asked for.

Architect commented Architect's decision (creator: "make decisions on your own"): build the reminders with Hybriel's own notifyAt/notifyIn (hybriel#95) — they fire while the app or its worker runs, also offline. Waking a fully closed app needs a server push; that comes later as its own step via ident's push notifications (ident.worldapi.org#8). Defaults from the calendar settings (1 hour before, the day before at 20:00) plus custom reminders per event, stored as WorldAPI Event $reminders. No JavaScript, no framework patch.

Test:
- Log in, click 'Reminder settings': 1 hour before and the day before at 20:00 show.

- Click 'Turn on notifications' once; after about 10 minutes 'Starts in 1 hour' appears.
- Go offline, add an event a few minutes ahead: its notification still comes.
- Decided: Reminder UI is 'Reminder settings' in the month view, not a separate page; Reminders: N minutes/hours before, or N days before at a time; at most 8 per event; Timers cover the next 7 days an…
