The scheduler's end-to-end tests break on tickets' projects and roles

Since tickets has projects as records with members (tickets.worldapi.org#20, live since 2026-09-26 18:00), both e2e suites stop at setup: 'POST /api/projects/beta/tickets → 400 no such project: beta' — the tests create tickets in projects that no longer appear on their own. Test:

  1. COLONY_E2E_PORT_BASE=8750 node tests/e2e.mjs and COLONY_E2E_PORT_BASE=8720 node tests/e2e-agent.mjs against the current tickets and ident folders: all checks pass. Details: create the test projects first (and make the test users members with the right roles: the scheduler edit, the creator admin), use the new states. First priority: no scheduler work can be proven until this passes.

    1. In the scheduler folder run: COLONY_E2E_PORT_BASE=8750 node tests/e2e.mjs
    2. You see '348 passed, 0 failed' at the end.
    3. Run: COLONY_E2E_PORT_BASE=8720 node tests/e2e-agent.mjs
