A half-done ticket waiting for the creator is restarted every minute

When a worker ends 'half done' and its report says it waits for a creator question, the scheduler starts the next session on the same ticket a minute later, again and again — 7 sessions in 7 minutes on antcolony#20 (2026-09-26 15:21–15:27), each saying 'waiting for the creator's answer on antcolony#29, further workers should not start'. Test:

  1. In the e2e: a worker files a creator question and ends half done: the ticket waits (blocked by the question / pending) and no new session starts until the question is answered.
  2. A half-done ticket WITHOUT an open question still continues as today. Details: the report's questions / 'waiting for' must block the ticket (e.g. blocked-by the question ticket, or state pending). Also: a limit on restarts per ticket per hour as a safety net.

    Now live on container antcolony-scheduler (restart by the architect) — A ticket with an unanswered creator question now waits instead of restarting, plus an hourly restart limit.

    Test:

    1. After the deploy, let a worker end half done with a question: the ticket stays waiting.
    2. Answer (confirm) the question: the ticket gets a worker again.
    3. A half-done ticket without a question continues as before.
    • Decided: A question that is 'rejected' does not block; a newer creator rejection outranks a pending question; Restart limit default: 4 session starts per ticket per hour.
