Built and live since 2026-09-24 (mission 029): before every start the librarian files the creator's decisions from tickets into one DECISIONS.md per project (+ a global one); workers get them in their brief. Test: open any worker brief in antcolony-scheduler/runs/<session>/brief.md — the section 'Decisions of the creator' quotes your words.
